The German Peace Report - Insights into Policy Advice

For more than four decades, Germany’s four leading peace and conflict research institutes have jointly published the German Peace Report (Friedensgutachten), providing policymakers with analyses of current conflicts and security developments alongside evidence-based recommendations for German and European policy. This presentation examines the opportunities and challenges of this long-standing model of policy advice, including the balance between academic independence and political relevance, the process of developing joint positions across institutions, and the extent to which the recommendations influence political decision-making. It also explores the Peace Report’s role as a bridge between research, politics and the public, and considers lessons for other forms of research-based policy advice.
