Evaluation of three projects to empower (youth) multipliers in post-coup Myanmar, implemented as part of the Civil Peace Service by three local partner organisations in collaboration with KURVE Wustrow
KURVE Wustrow – Centre for Networking and Training in Nonviolent Action is looking for an external consultant to provide an evaluation of the impact, opportunities and challenges of three projects to empower (youth) multipliers in post-coup Myanmar in the context of the Civil Peace Service programme for Myanmar.

1. Background / Intention
Three partner organisations in the programme implement projects that aim at empowering mostly young persons to act as multipliers in their communities, organisations and institutions. One partner organisation focuses on training students, teachers and civil society members in peace education and civic education. Another partner organisation offers workshops on psychosocial support to activists and socially engaged persons and supports those interested to deepen their knowledge and to apply it in their communities and networks. Those two organisations work with persons in Myanmar as well as with persons from Myanmar based in Thailand. The third organisation aims at empowering young people in war affected IDP-camps and villages in Karenni State to play an active role in their communities – e.g. by lobbying for the rights of children and young people or by supporting structures that support non-violent conflict resolution e.g. in committees in IDP-camps.
While all three partner organisations work since many years in their respective fields (peace and civic education, MHPSS, child rights and youth empowerment) they have started only in the last 1-2 years to focus strongly on empowering their former training participants to act as multipliers. To support the alumni of the trainings to apply their learning and experiences they have developed new structures like training series, train the trainer workshops, opportunities to co-facilitate workshops, mentoring and chat groups to foster a continuous exchange and offer support to deal with challenges occurring during implementation have been set up.
In the annual planning of the projects (based on outcome mapping) the partners expressed that they would like to see the trainings alumni apply their learnings in their everyday life and (at least for some of them) in their communities, networks, organisations and institutions. The engagement of multipliers from diverse groups, who often have access to communities that are especially marginalized in the current context, is considered very valuable in the current situation in Myanmar. In a context, where different areas in the country are de facto controlled by different actors the multipliers are seen as important contributors to “changes from below”; which address e.g. exclusion of marginalized groups in Myanmar or support the emergence of structures (e.g. in schools, NGOs, IDP camps) that uphold democratic values and respect human rights. This is considered as contributing to a bigger transformation process that has the potential to inform larger emerging structures.
With this formative evaluation with summative elements, KURVE Wustrow intends to reflect on several aspects of these shifted working approach from an external perspective and gather lessons learned for a new project phase starting at the beginning of 2027.
2. Goals of the evaluation / Scope of work
The results of the evaluation are supposed to inform the partner organisations and KURVE Wustrow to potentially adjust some of their project activities for the next three-year project phase, in which it is foreseen to intensify the focus on supporting multiplies. Moreover, the report is supposed to support the accountability towards the grantor (the Federal Ministry for Economic Cooperation and Development, BMZ).
The evaluation should focus on the following aspects (main focus point b):
a) Level of applications of learnings:
- Where (e.g. everyday life, own communities, their networks/ organisations, own project activities) do alumni apply their learnings?
- To changes on which level do they contribute to (e.g. changes in attitudes and behavior of individuals they are interacting with, structural changes e.g. on school curricula)?
b) Enabling factors and barriers:
- Effective structures: Which aspects of the trainings and/ or follow-up activities (e.g., mentoring, chat groups, train-the-trainer) do alumni report as most helpful?
- Barriers: What factors (e.g., security risks, lack of knowledge and/ or experience) lead alumni to disengage?
- Cross-cutting aspect to be considered: What supports and what hampers the alumni to contribute to sustainable changes (e.g. contribution to structural changes)?
c) Analysis of contributions of KURVE Wustrow and Civil Peace Service:
- Enabling factors: Which aspects of KURVE Wustrow´s accompaniment contribute to support partner organisations to empower alumni to act as multipliers (e.g. technical support, contributions of integrated civil peace workers – seconded international staff members -)?
- Barriers: What are limiting factors?
Note: Specific sub-questions for each of the three partners will be sent at a later stage.
3. Approach / Methodology
Preparation/Desk Study:
- Review of internal programme application, project agreements with objectives and indicators / narrative reports etc..
Interviews, focus group discussions (mostly or completely online), potentially additional information collection e.g. through survey:
- Adjustment of questionnaires to the three partner organisations.
- Selection of project relevant actors: alumni, project staff of the partner organisations, project staff of KURVE Wustrow, based in Thailand, Myanmar.
- Travel Conditions: International travels are not part of the budget. Domestic travel expenses in Thailand for project-related activities might be covered upon prior approval and in accordance with the German Federal Travel Expenses Act (Bundesreisekostengesetz/ BRKG). Please note that the feasibility of in-person field interviews depends entirely on the availability and accessibility of interviewees.
Presentations of preliminary findings:
- After the main part of interviews and before editing the final report.
Reporting:
- Written documentation of outcomes and insights, including further recommendations (general, and specific and separate for each of the three partner organisations) relevant to partner organisations and KURVE Wustrow.
4. Expected results/ Deliverables
- Insights that provide clarity and answers to the above-mentioned guiding questions and themes, are shared with partner organisations and team of KURVE Wustrow.
- Inception Report and Detailed Timeline and Activity List.
- Three Oral Presentations: Findings specific to the three partner organisations presented in separate online meetings.
- Comprehensive Final Report (due by 28th of February 2027):
- Written in English (approx. 30 pages in total, excluding cover, table of contents, executive summary and annexes).
- Depiction of approach and general findings (approx. 14 pages).
- Separate compilation of respective main findings for each of the three partner organisations (approx. 16 pages in total, around 4 pages for each partner organisation).
5. Procurement Procedure and Timeline (tentative)
This public call follows a single-stage process. Applicants are required to submit their full technical and financial proposals simultaneously by the submission deadline 26th August 2026. Shortlisted candidates will be invited directly to negotiation interviews DTVP.

Further information: Alternative internal project schedules can be agreed upon after the contract award. However, the presentation of the preliminary findings has to take place latest by the end of November or beginning of December 2026.
6. Requirements of Applicants (Eligibility Criteria)
• Experience in and knowledge of the field of conflict transformation. Familiarity with Civil Peace Service structures is a plus.
• In depth knowledge and understanding of the social and political context of Myanmar/ Thai-Myanmar border region.
• Knowledge of the working modalities and challenges of civil society organizations or grassroots activist movements.
• Knowledge on informal education structures, civic and peace education or localized psychosocial support and wellbeing concepts and approaches (especially in the Myanmar context) is a plus.
• Very good written and spoken command of English language. Ability (in case of team applications of at least one team member) to conduct several of the interviews in Burmese (no additional budget for translation can be provided) is a must.
• Master ́s degree in conflict studies, social or political science (or relevant other).
• Experience with conflict sensitivity tools, methods and power sensitive approaches (including Do-No-Harm).
• Willingness to build trust and handle information with high sensitivity and confidentially.
• Willingness to use online communication tools that meet KURVE Wustrow’s digital security requirements.

7. Criteria for the Selection of Offers (Award Criteria)
The contract award will be assessed based on the following weighted criteria to ensure a balanced evaluation of technical quality and cost-effectiveness:
- Economic Efficiency/Price (40%)
Detailed cost breakdown based on estimated efforts. The total scope of work for this evaluation is estimated to require approximately 20 to 25 working days. All items must be listed transparently and clearly, including:
- Fees for evaluators (daily rates, duration, justification of qualifications).
- Estimated Travel costs (BRKG compliant) must be itemized separately but are not scored under this criterion. Travel costs in Thailand must be agreed upon with KURVE Wustrow.
- Data collection costs.
- Other costs (e.g. contingency).
- Methodological Approach (30%)
Proposals must fully align with the TOR, including:
- A feasible and secure methodology for remote data collection in Myanmar/Thailand.
- A digital security plan protecting participant (excluding high-risk unencrypted channels like SMS or USSD surveys).
- Clear strategies for measuring alumni impact and behavioral/structural change.
- A system of participant selection and interview design that represents the diversity of alumni (based on gender, ethnicity, etc. as applicable).
- Development of recommendations based on findings.
- Contextual & Academic Experience (30%)
- Proven experience in evaluating multiplier programs or youth empowerment initiatives in conflict-affected contexts.
- Proven strong experience in qualitative, empirical social research, in compliance with current ethical standards.
- Strong experience in conducting strategic analysis and evaluations.
- Relevant expertise in Myanmar or Southeast Asia, including knowledge of local challenges (e.g., security, fragmentation).
- Complementary skills (e.g., a team combining evaluation expertise with regional/cultural knowledge).

8. The Submission Structure (How to Apply)

Travel costs are not negotiable and will be reimbursed in accordance with the BRKG, they must be itemized separately but are excluded from the price evaluation scored. Please note that international travels are not foreseen. Domestic travel expenses are reimbursable. The feasibility of in-person interviews depends entirely on the availability of the interviewees.
